First and most important fact - cover pages are not to be studied, you need to respond on them.
The time that readers spend on the cover is shorter and shorter, and if your sale is based on daily struggle for readers - then your cover page should be designed in the way that it shock and attract readers. What you need is a strong visual impact. In 99 percent of cases this impact depends on a photograph.
The first problem with most of the front pages are passive, uninteresting photos.
Also, front page is not a place for artistic style of photography. It should show the event of a day, and the best photograph of that day. This photograph should stirs readers emotions, stimulates the story, dialogue, one that draws the reader in and forces him to read.
Cover page photography must be active, surprising, and whenever possible, should show people.
There is no place on front page for the scenery photos, the buildings, etc.
Do not complicate.
